Majority of Harvey flood victims don’t have flood insurance, consultant says

The White House says Harvey’s floodwaters shop-worn or broken scarcely 100,000 Texas homes. At slightest 51,000 claims have been filed with FEMA’s National Flood Insurance Program. But many others have no flood insurance. Jim Axelrod reports.
